Ok, now that I have a commander that fits the deck's theme I want to build around Melek, Izzet Paragon. So far I have a few creatures I want to add.

Djinn Illuminatus
Galvanoth
Guttersnipe
Nivix Guildmage
Talrand, Sky Summoner
Sigil Tracer

All of these should be really good in a deck full (50+) of instances or sorceries. Now the question is what I/S's do I want to include.

Hmm, pondering, pondering... ooh, I got one! Ponder!

Future Sight and Magus of the Future.
Soothsaying.
All of the Brainstormish kinds of cards.
Mana Rituals.
Burn spells, especially cantripping burns like Prophetic Bolt and Blast of Genius.

Also consider:

Augur of Bolas
Echo Mage
Goblin Electromancer
Mnemonic Wall
Charmbreaker Devils
Mirari
Cast Through Time
Eyes of the Watcher
Dual Casting
Sphinx-Bone Wand
etc

As for what spells to run, That probably depends on the WinCon you will pursue. Damage spells, removal, control. I would decide on a primary and alternate win condition first, and that will help shape what direction you should take the speels you choose.

For example, do you want to get Tidespout Tyrant out and clear the way for a 20/4 (or more) Charmbreaker Devils to swing, or maybe you want to cast and copy Comet Storm and other X spells. Maybe ou want to just control board states while Gelectrode slowly whittles away on people.

Soothsaying, bone wand, and dual casting are all great additions. At this point Im wondering what spells to add. Call of the sky breaker seems like an interesting win condition. Back them up with a lot of controlling spells.

Spells that shuffle back into my library could be great. I want a few x spells, but want to run epic experiment so not too many.

They might not play too well with the general, but a lot of those creatures love buyback spells. Capsize and friends seem pretty good here.

Sakashima the Impostor, because two Meleks are better than one.

All the scry spells.

Omen, Portent, Index, Spy Network, Trickery Charm, and Ransack.

Goblin Offensive, Heat Shimmer, and Rite of Replication.

The Reverberate-type spells. Very nice when they're right under a spell you just cast from the top of your deck and you have mana left open.

Arcane Melee for rapid casting.

Some tips from my almost-creatureless Riku:

Copy/Reuse your spells:
Cast Through Time
Uyo, Silent Prophet
Bösium Strip
Past in Flames

Card draw:
Recurring Insight
Wheel of Fortune
Stroke of Genius
Fact or Fiction

I-don't-have-creatures-but-yours-look-tasty:
Bribery
Reins of Power
Insurrection
Mass Mutiny
Rite of Replication
Scrambleverse (depending on how many permanents will you usually have on board at once)

Defense:
Evacuation
Devastation Tide
Cyclonic Rift
Chain Reaction
Blasphemous Act
Mogg Infestation (Best. Red. Wrath. Ever.)

OMGKILLITWITHFIRERIGHTNOW!!!
Price of Progress (nailing those pesky Child of Alara player: PRICLESS)
Comet Storm (one of my main wincons)
Banefire (for control, of course)

...And Zoidberg:
Epic Experiment (seriously, DUH. Although it is better when I use it in Riku, 'cause I often filter my deck with ramping spells before plaing it)
Temporal Mastery
Quicken (noone sees THAT coming 8) )

Cheers! :)

As horrible as it is... Sensei's Divining Top, along with Whirlpool Drake and friends would be good for shuffling / stacking your top of your deck.

I feel though that as good as the paragon is, he really needs a good chunk of instant sorcery cards to really go nuts...

Personally, I'd go the storm-ageddon route:

Make it Profit:
Charmbreaker Devils
Kiln Fiend
Chandra's Spitfire
Guttersnipe
Gelectrode
Blistercoil Wierd
Wee Dragonauts
Talrand, Sky Summoner

Make it Cheap:
Goblin Electromancer
Aracane Melee
Ruby Medallion
Sapphire Medallion
Cloud Key
Helm of Awakening
Semblance Anvil
Mana Matrix
Stone Calendar

maybe Urza's Filter

Make it EPIC:
Brainstorm
Careful Study
Gitaxion Probe
Ideas Unbound
Izzet Charm
Opt
Ponder
Preordain
Serum Visions
Visions of Beyond
Wild Guess
Faithless Looting

Desperate Ritual
High Tide
Mana Seism
Pyretic Ritual
Rite of Flame
Seething Song

The usual artifact Mana Doublers...

Epic Experiment

And the storm kill cards of your choosing...

But then again, that's kinda one dimensional and cheesy.

Been playing this a bunch with a proxied Melek. I won three straight in my local EDH group for the first time. He is the nuts.

Recent additions are Rite of Flame, Pyretic Ritual and Seething Song. Because casting these off the top for double mana, then casting whatever's below it, or something in your hand, is pretty sick.

Also Gitaxian Probe because it's a cantrip. Cantrips in general are amazing in Melek as they draw you two cards. And I can look at two player's hands.

Good calls. Also Soothsaying. I'd suggest Information Dealer, but that needs a lot of wizards to be effective. Actually, the most powerful effect I can think of is to go creatureless except for Melek, and run Proteus Staff. Why yes, I will stack my deck. Thank you!

Lots of great suggestions. I'd like to avoid storm and too many can trips if I can. I know other players tend not to like playing against solitaire decks.

Looking for spell options that tilt the game in my favor rather than combo win on the spot. Ideas?

Too bad, because I think this guy might be one of the few generals who could pull off a Mind's Desire deck.

A few cards which return instants and sorceries might be good, like Relearn. Dream Cache would also be a great filter card. Finally, I could definitely see Cone of Flame in a casual version of this deck--it's a throwback, not too broken, and still puts you ahead in destroying specific, multiple little targets while not limiting you to only creatures.

So you want something that's not stormy, and it can't have too many X-spells so you can run Epic Experiment (honestly 0 other X-spells would be ideal; they crop up at the worst times). Seems tricky.

Besides Price of Progress, Acidic Soil would be good here. Maybe Scent of Cinder? (I've been looking for a home for it and Cinder Seer for a while.)

Does your group play a lot of tokens? Searing Rays wants to know.

Jaws of Stone and Spire Barrage are fantastic in mono-red or RG, but I don't know if UR can get enough mountains on to field to make them worthwhile.

There are a few stupidly big burn spells like Cinder Storm, Searing Wind, and Urza's Rage that don't get played much, but they make for an interesting experiment.

You could try running a bunch of "everyone draws" spells (like the assorted Wheel of Fortune or Time Spiral effects), and then add in the hand-sized/card draw damage cards (Molten Psyche, Cerebral Vortex, Gaze of Adamaro, Runeflare Trap, Sudden Impact). This might be better as a Grixis Griefer strategy.

You could try running a bunch of token producing spells, which would unlock the "damage equal to dudes you control" cards like Dogpile, Goblin War Strike, Burn at the Stake, Massive Raid, and Mob Justice. Nin might be the better general for this strategy.

There's are also a couple cards like Riddle of Lightning that key off the CMC of cards in your deck. I think the others are mostly enchantments though, and I haven't figured out how to make them work yet.

That's a bit... amibitious.

Your general costs 6. You want 40+ lands + 8-10 mana accelerators. If you want to run half a dozen utility creatures, you are around 45 instants and sorceries max.

Also, I would like to recommend you run Millikin and Deranged Assistant . These are very good mana dorks when you care about the top of your library.
