So I want to make a Jhoira deck. But not a "suspend fatties and hope they resolve and if Jhoira gets killed enough time mana ramp enough to cast the fatties." No I wanna... well I wanna play all those Wacky Red Enchantments™ because I dunno I'm evil?

Anyways this is what I have (uncards allowed in my group)
Knowledge Pool
Omen Machine
Grip of Chaos
Guild Feud
Possibility Storm
Wild Evocation
Yet Another Aether Vortex
Apocalypse
Warp World
Avatar of Slaughter
Whims of the Fates
Death by Dragons
Descent of the Dragons
Bearer of the Heavens
Goblin Game
Scrambleverse
Thieves' Auction

Anyone else know any other good cards? Even if they aren't R/U, I could find a different general if there were enough funny cards in another colour.

Basically I'm looking for cards that really impact the game, but not power cards that give me huge advantage. More along the lines of "changing the rules of the game."

Ha wow! A guy in my group is building this exact deck right now! This is what wee came up with in addition to your list:

Confusion in the Ranks
Avarice Totem
Goblin Festival
Impulsive Maneuvers
Risky Move
Tide of War
Gate to the AEther
Pyxis of Pandemonium
Teferi’s Puzzle Box
Timesifter
Illicit Auction
Braids, Conjurer Adept
Etherium-Horn Sorceror
Conjured Currency
Curse of Echoes
Psychic Battle
Chaos Warp
Mass Polymorph
Mind's Desire
Spelltwine
Stolen Goods
Telemin Performance

And potentially (though I really don't recommend these):
Shared Fate
Eye of the Storm
Hive Mind

Thanks for the cards! Also are there any in other colours? For some reason my playgroup decided they okay with Shahrazad and uncards. So if I get that and Enter the Dungeon (the subgame card from unsets) white might be a good addition, but I'm not sure if any other color has a decent amount of "crazy, often gamestate altering" cards.

Notably absent:
Proteus Staff (Polymorph effect every turn is good)
Rite of Replication (use wisely!)
Perplexing Chimera (perfectly named...)
Radiate[card] (must-include!)

Just recently I used Radiate on (my own) [card]Chaos Warp
- took ~10 minutes to resolve all the copies, but was good for a laugh or two (for me, of course). I got extremely lucky myself and hit three out of three permanents (meaning more chaos) while the last player in turn order (Nahiri with ~90 PreCon), hit Containment Priest. Should have chosen him to Chaos Warp first instread of last. ^^

If you choose to add white, some hate bears might be a good fit, especially because I noticed with shock that my deck contains exactly two creatures.
The perfect commander for this deck would then be either Zedruu or Ruhan.

I'm going to add Radiate & Chimera to mine. Had to cut Possibility Storm, everyone hates it.

I also switched from RU to WRU and have Narset as a commander. The CCs were too hard and Joira died too often. The deck has no defense so I felt it needed a kick.

Just to make things interesting, you can run some Legerdemain-style effects like Switcheroo and Shifting Loyalties. After all, no one says that you have to control one of the permanents, least of all the card.

Custody Battle also seems like a must-have. It's like control magic mixed with goblin festival!

Mindmoil is a lot of fun, though its a shame its not symmetrical. If only you had a way to Donate it...

The deck is looking like its going to be incredibly enchantment-heavy. If you do wind up adding white, you might want to throw in a Greater Auramancy.

Shared Fate is insanely fun to play with. A friend had a Shared Fate / leveller deck in college and it was bloody brilliant! I highly recommend trying it out! Especially in large games!

I have to say, Shared Fate is my No.1 card.
To make it a bit more... fair... you could also play Uba Mask so your opponents can decide if they want a card from their own deck (which they must reveal and can only play that same turn) or take a card from another deck.

Remember, Shared Fate always favors the 5color deck at the table. Don't cast it, if nobody else plays red or blue. (you know... color identity rules)
