So I happened to obtain a Tromokratis at the Born of the Gods prerelease. My first though was, "Wow! this guy would be a pretty sweet commander! Mono Blue Voltron for the win!"

This is a very rough draft that I threw together from stuff I had laying around plus some stuff from my commander box. The idea is to keep it laid back and causal enough to be fun to play with and against, but strong enough to hang with more competitive decks. My budget is flexible, as my playgroup allows proxies, but I prefer the real thing. So if I try it out proxied and it's good, I'll try to get the real one.

Hey there! :D

Got Tromokratis at the prerelease and I've won both games I got it into play.

DISCLAIMER: If you are already aware of the following, please disregard this paragraph.
I found that Tromokratis's second ability is often misunderstood by players. My opponents at the prerelease thought that if they want to block him, they just have to block with all creatures they control that are able to block. That is, in fact, incorrect. The defending player has to block Mr. T with all their creatures, period. Therefore, if the defending player controls even one creature that is unable to block T. (for example, because it's tapped), he can't be blocked at all.

Whether it's intentional or not from your side, the biggest cheat in this way in your list is probably Tidal Force. Tap your dude at the beginning of my upkeep, BANZAI! Vorrac Battlehorns are great tech, props to you for that! With them, T. is unblockable unless they have exactly one creature. Also: Dungeon Geists FTW! :D

Perhaps you should play more into this. Some tips:
Good tap cards are: Icy Manipulator, Ring of Gix, Puppet Strings, Frost Titan, Opposition, Mind over Matter or Mind Games.
Also, any Sword that grants T. protection from a color of even one of your opponent's creatures - BAM!
Infiltration Lens can also be good here.
Any Deathtouch-granting equipment makes their choice that much harder.
Also: Whelming Wave! :D

Cards I'd lose:
Sky Swallower, Sharding Sphinx, Tower of Calamities, Guard Gomazoa, Fog Bank, Stolen Goods, Zephyr Charge, Grappling Hook.

This is supposed to be constructive...

This guy seems hard to use. He's expensive, so you'd have to ramp/cheat a lot. Also the big blue monsters aren't all in the same tribe, so he can't be a leviathan tribal deck (and not enough krakens). There's no real need to suit him up like a normal voltron guy with a bunch of buffing equipment. And he doesn't come down early enough to swing for value carrying value-generating equipment.

I dunno. He's so expensive, it seems like a huge part of the game takes place before you're able to cast your general. What's your gameplan for that phase? Swing with other blue aggro-dudes? Play control? Steal people's stuff? Do any of these plans particularly synergize with the general? Help me out here, what's the angle with this guy?

This guy actually did look interesting to me, but I want to wait until launch weekend before I try to build anything with him. I hate his original art. His LW art looks sick though.

With regards to what Antis said, Frost Titan and Tamiyo, the Moon Sage are both very good for tapping down creatures to swing with Troms. Tamiyo can also double as a Theft of Dreams in a pinch.

Your equipment and aura packages could both use some extending, though to be fair there aren't many great auras in mono-blue other than Curiosity-style effects. For your equips, it helps to focus on whatever your Voltron commander doesn't have and performs much better with. In this case, I would say Troms could use some haste. He has protection and evasion, but needs some way to get in without going around the table waiting for a wrath to hit. Lightning Greaves, Swiftfoot Boots, and Sword of Vengeance are all quite good. Darksteel Plate is a staple in Voltron decks. Finally, Argentum Armor seems slow and obnoxious, but you can use it to crack open problem permanents in late game.

Now go out and make the world safe for Tromakracy.

It's probably never going to be a good deck, but that's not a reason not to make it the best face smasher sea monster it could be.

Here's the thing about Tromokratis... since he's already a 3-turn clock, you don't actually need to Voltron him to be a legit threat from Commander damage. On top of that, since he's already got built-in evasion, you don't really need the usual unblockable/protection gear to get him through the red zone.

If you want to give him a few extra power-boosts, your magic number's 3, since making him 11 power instead of 8 moves him up to a 2-turn clock. Besides Loxodon Warhammer, your best options for that are O-Naginata (fetchable with Trinket Mage... hey! where's yo Trinket Mage?), Drake Umbra, and Thassa's Emissary.

Then instead of protection/evasion equipment, you probably want a few more ways to tap down opposing creatures. Besides Mind Games and the other cards Antis suggested (which are all great btw), a few other good options are Flood, Hands of Binding, and Hidden Strings. These kinds of cards do double-duty for your deck, since they also help protect you early in the game.

Adding a few other sea monsters like Shipbreaker Kraken, Lorthos, the Tidemaker, or Aboshan, Cephalid Emperor can help tap stuff down too.

McGeach is right that mana's a problem for this deck. I'd try to cut two spells for Wayfarer's Bauble and Temple of the False God, and it'd be reasonable to play 42-44 lands total. I'm not a big fan of the mana dorks in this list; they'll probably get wrathed away long before you're ready to cast your general (Walking Atlas is a good pick though)... I'd rather have an Expedition Map and a couple different mana rocks.

Speaking of mana rocks, if you find yourself struggling with mana, you could try playing Thada Adel and stealing other players' Sol Rings.

Alright. I got it. Tapping stuff down is good with this guy. Let's play mono-blue prison! That's a plan that synergizes with the general. You stall everyone for as long as you can. You gum up the board. Then you play the general and take advantage of people's tapped-down stuff and get in for a 3-hit or 2-hit kill.

I think you want all the crap that taps crap that people already listed. Then stuff that keeps stuff tapped like: meekstone, static orb, winter orb, rising waters, etc. Then creature hosers like: pendrell mists, cursed totem, torpor orb, propaganda, dissipation field.

Play more than the usual number of artifact mana cards, and ways that untap them: unwinding clock, clock of omens, tezzeret the seeker, etc.

Play taxers too like invoke prejudice, in the eye of chaos, sphere of resistance, rhystic study.

Play ways to sneak in your big dudes: quicksilver amulet, maybe belbe's portal. A mana trick that works with big blue dummies is energy tap.

Looks like a good shell for stuff like tidal force, frost titan, lorthos, etc.

Ive found Neurok Stealthsuit to be great in mono blue.

That cipher tappy thing would be good too, the name eludes me though.

And curse of inertia provides a fun interactive way to make yourself unblockable.
